Start with your service, not an interstate template

A management plan should reflect what you actually operate, the people available to lead it and the families you serve. We can help identify where records are fragmented, responsibilities are unclear or directors need more support, then prioritise changes that are realistic for your team.

  • Organise operational records and management responsibilities.
  • Support directors with a practical quality-improvement plan.
  • Review staffing, occupancy and financial reporting together.

Identify the right Tasmanian framework

Early Childhood Outcomes and Regulation, ECOR, within Tasmania’s Department for Education, Children and Young People carries out the early childhood regulatory functions. Most relevant education and care services sit within the NQF, while some out-of-scope services operate under the Child Care Act and licensing standards. The service’s actual approval or licence determines the starting point.

Tasmania uses Registration to Work with Vulnerable People, or RWVP. Employers need to determine the applicable requirement and verify registration status. We can help review the process for recording and maintaining this evidence alongside other recruitment and workforce records.

Tasmania’s Child and Youth Safe Organisations Framework includes local standards, a Universal Principle for Aboriginal Cultural Safety and a Reportable Conduct Scheme overseen by the Office of the Independent Regulator. These responsibilities need to be understood alongside education-and-care reporting, rather than treated as a single notification process.

Support that respects your team’s capacity

We work with owners to choose a useful starting scope, whether that is a focused operational review, support for a director or a more consistent management rhythm. Remote sessions and planned onsite work can be combined where appropriate. The emphasis is on clear actions, visible progress and records the service can maintain after each review.

local clarity.

Is ECOR the same as the former Education and Care Unit?

ECOR now includes the regulatory functions previously performed by the Education and Care Unit. Older resources may still use the ECU name, so current regulator guidance and contact details should be checked.

Do all Tasmanian services use the NQF approval pathway?

No. Tasmania also licenses some out-of-scope childcare services under the Child Care Act and supporting standards. We first establish which framework and conditions apply, rather than assuming every service uses the same requirements.

Can we use an interstate workforce checklist in Tasmania?

It needs a local review. Tasmania uses RWVP registration, and its Child and Youth Safe Organisations Framework has specific responsibilities. We can help adapt the workflow and records without assuming interstate screening or policies cover every obligation.
