Childcare management support
in Victoria

A Victorian early learning service may combine long day care, funded kindergarten and a busy team with different responsibilities. Inspire Early Years Management helps owners bring those moving parts together, with practical support for centre leadership, operational oversight and sustainable improvement.

Connect care, kindergarten and business oversight

Your director needs workable systems, while you need a reliable view of quality, staffing and financial performance. We help align those perspectives. A review can connect room operations, educator support, enrolment communication and management reporting, without losing sight of the children and families behind the numbers.

  • Clarify responsibilities across care and kindergarten delivery.
  • Review leadership support, staffing records and operational reporting.
  • Keep improvement actions visible between management meetings.

Understand Victoria’s overlapping responsibilities

The Victorian Early Childhood Regulatory Authority, VECRA, is the current early childhood regulator. Most services operate within the national framework and must also meet Victoria’s Child Safe Standards. This means child-safe practice needs to be visible in governance, recruitment, complaints and everyday interactions, not only in a policy folder.

Victoria’s Reportable Conduct Scheme is overseen by the Social Services Regulator. Its reporting pathway is distinct from education-and-care notifications. Working with Children screening also carries employer verification and connection requirements, so responsibility for maintaining workforce records should be clear.

Funded kindergarten introduces another set of program and funding conditions. Victorian funded kindergarten programs must use the Victorian Early Years Learning and Development Framework. Free Kinder participation and fee-offset arrangements are funding matters, separate from regulatory approval to operate.

Turn requirements into a manageable plan

We can work with your leadership team to map current practices, identify gaps and agree who will act on each priority. For services combining care and kindergarten, that can include clearer family information, consistent records and a practical rhythm for reviewing educational and business performance. The aim is useful oversight that supports your team’s daily work.

Who regulates early childhood services in Victoria?

VECRA is the early childhood regulator. Other bodies have separate responsibilities, including the Social Services Regulator for the Reportable Conduct Scheme. We help owners distinguish these pathways so concerns are not sent through one process and assumed to be complete.

Does Free Kinder mean all long day care fees are covered?

No. At participating long day care services, Free Kinder operates as a fee offset for the funded kindergarten program. Services should explain their own fees and the offset accurately, using the current funding conditions.

Can you support a service offering both long day care and kindergarten?

Yes. We can scope support around the relationship between educational delivery, staff responsibilities, enrolment information and financial reporting. We also help keep Victorian kindergarten funding requirements distinct from National Law responsibilities and service approval conditions.
